On May 1, 2017, Governor Holcomb signed House Enrolled Act 1085 into law. The act will go into effect on July 1, 2017, and provides criminal immunity to anyone who breaks into a hot car to rescue a domestic animal. Although in order for criminal immunity to be ensured, several conditions must first be met. Indiana Senator Erin Houchin recently drafted Senate Enrolled Act 322, requiring those accused of a felony to provide a DNA sample at the time of their arrest. Simplified, this new law requires that anyone arrested for a felony to submit to a DNA swab and, if probable cause for the arrest is upheld, for the sample to be entered into the State’s Combined DNA Index System (CODIS). At approximately 9:15 p.m. on April 18, 2017, Taylor Parsons and four other passengers were heading eastbound, at a high rate of speed, in the left lane on I-70. Parsons, who drove a 2002 Nissan Pathfinder, forcefully and suddenly moved across all 3 lanes in what ISP claims to be an attempt to exit onto Harding Street. In a possible attempt to do so, Parsons’ car slid out control and flipped approximately five times before landing. On Wednesday, May 11, 2017, at approximately 1:15 PM, 30 year-old Marc Cook was posted outside his repair van, topped by a flashing yellow light, on the right shoulder of westbound I-70 near the Rural Street Exit. While assisting a broken-down pick-up truck, 30-year-old Dangelo Dixson struck Cook’s repair van with his Ford Expedition, pinning Cook between his van and the broken-down pick-up.
